Anna Harvey joined the American Foreign Policy Council as a Research Fellow and Program Officer in October 2025. She specializes in Ukrainian and Russian history and politics, with a particular interest in defense planning and military innovation. Her analysis has appeared in Newsweek, the Central Asia-Caucasus Analyst, the US Army War College War Room journal, RealClear Defense, and the Estonian newspaper Postimees. She co-edits AFPC's flagship electronic publication, the Russia Policy Monitor, and is an Associate Editor of AFPC's flagship journal, Statecraft & Strategy. In addition, Anna manages administrative responsibilities in AFPC's Washington, DC office, including logistical planning for events and delegations. Prior to joining AFPC, Anna served as a Russia Researcher at the Institute for the Study of War and contributed to the daily Russian Offensive Campaign Assessment. In summer 2024, she was a Research Assistant at the Johan Skytte Institute of Political Studies in Tartu, Estonia. For the 2022-2023 academic year, she received a Fulbright English Teaching Assistant grant to Cahul, Moldova. Anna holds an MA in Russian, East European, and Eurasian Studies from Stanford University, where she studied under a Foreign Language and Area Studies Fellowship. She holds a BA in Russian and Italian with a certificate in Security Studies from Dickinson College.
