Donald Moore joined the American Foreign Policy Council as a Senior Fellow in Defense Studies in April 2026. Mr. Moore is the founder and CEO of Space Finance Company, which specializes in structured finance for the space sector. Moore also serves as an instructor of Space Law & Policy at the Michigan Space Institute of the University of Michigan, where he leads an annual multi-disciplinary class with student teams analyzing space problems, including space defense issues.
Previously, Moore served as a partner in global law firms, including for a decade in the United Arab Emirates where he focused on regional defense & security, finance, and infrastructure matters and advised regional governments and Iraqi, Afghan, and international companies on banking, insurance, mining, oil & gas, energy, infrastructure, legislative drafting, and other in-country projects. He sits on for-profit and not-for-profit boards and previously served on the Business Advisory Council of the Asia Society and as Chairman of the Hong Kong Association of New York.
